The gage named Pauls Creek at Fancy Gap sits in the hydrologic unit the USGS Watershed Boundary Dataset calls Pauls Creek, inside the Upper Yadkin basin. The gage named for the East Fork of Little Reed Island Creek near Fancy Gap sits in the unit called Upper Little Reed Island Creek, inside the Upper New basin, and USGS lists a third gage, for Tributary 1 of that East Fork, at Fancy Gap.
The county's comprehensive plan explains why the two basins matter. It puts the eastern continental divide "roughly along the Blue Ridge Parkway," with the Yadkin headwaters south of it bound for the Atlantic and the New River's tributaries north of it bound for the Gulf of Mexico. The plan counts Pauls Creek among the Yadkin basin streams that drain south into North Carolina, and Little Reed Island Creek among the New River's tributaries. USGS's place-name record for Pauls Creek carries county entries for both Carroll and Surry.
Each gage is a single point on a single stream. It places that stream in a basin; it does not say which way a given tract drains, and near a divide two tracts on the same road can answer differently. It is not an elevation for Fancy Gap as a whole, and it says nothing about the grade on any tract around it.
The ZIP code area is wider than the place and crosses a county line. The Census Bureau's 2020 geography puts the Fancy Gap point in Carroll County and in ZIP Code Tabulation Area 24328, and the Census relationship file splits that area's land between two counties: 98,531,467 square meters in Carroll County and 502,276 in Patrick County, about half of one percent. A tabulation area approximates a ZIP code rather than reproducing it, so a 24328 mailing address is a strong hint and not a finding. The recorded deed and the tax map show which county holds a parcel.
Interstate 77 crosses Fancy Gap Mountain, and VDOT's I-77 Corridor Improvement Plan, dated March 2021, describes the crossing plainly: "From North Carolina to Wytheville, the corridor crosses over Fancy Gap Mountain, which experiences significant weather and wind shear events."
The same plan says this section of highway "contains several miles of continuous 4% to 5% upgrade in the northbound lanes." It says the topography has produced unique fog and wind shear events on the southern section of I-77, and that a variable speed limit system, which lowers the posted limit when visibility is low, was activated in 2016. Whether a later VDOT study changes any of that is VDOT's to say.
The plan also names the parallel road and its limits: "US 52 has sharp turns and grade changes which may limit its use particularly for commercial vehicles." All of it describes the roads, not the ground beside them.
Exit 8 on Interstate 77 does not put a driver straight onto U.S. 52. VDOT's 2025 traffic volume layer labels the Exit 8 ramps as running to State Route 148, Chances Creek Road, and labels Route 148 as running from I-77 to U.S. 52, which it calls Fancy Gap Highway. Carroll County's comprehensive plan lists the same interchange as "Exit 8 (Chances Creek and I-77)".
The plan also says the county's Fancy Gap water system provides water to the area surrounding Exit 8. Which county water and sewer systems sit at which interchanges, and where the sewage goes, is set out across the town pages rather than here.
Carroll County's plan makes one statement about this ground in particular, in its own words: "Areas south of the Blue Ridge Parkway near Interstate 77 and U.S. Highway 52 (Fancy Gap) are also experiencing increased development activity due to investment made in this area of the County." That is the county's planning statement. It is not a forecast, and it names no parcel.
Does distance from Exit 8 decide what a tract can be used for? That argument belongs to commercial ground near an interstate exit, which takes up the county's plan for its interchanges.
The Blue Ridge Parkway passes through Fancy Gap on a bridge. The Parkway's 2024 National Historic Landmark nomination, posted by Virginia's Department of Historic Resources, says "The Parkway then crosses through Fancy Gap on the US Rt 52 Bridge" at Milepost 199.41, a bridge it dates to 1940, and puts the Parkway over Interstate 77 on the I-77 Bridge at Milepost 200.71, dated 1974. It places both bridges in its Section 1V.
The nomination's placement of this stretch is general. After the sections that skirt Roanoke it says: "For the remainder of its route in Virginia, the district is close to the eastern rim of the Blue Ridge Plateau." Its examples of places where the road runs along the edge of the escarpment are "Smart View and Rocky Knob", not Fancy Gap, so this page does not put Fancy Gap on the escarpment either.
